Operational Rule
•Không thay đổi Website Foundation Baseline.
•Không thay đổi 9 Main Portal Specifications, trừ khi có một phiên Governance riêng phê duyệt thay đổi.
•Mọi Component Specification phải tương thích với các Source Of Truth đã khóa.
•Sau khi một Component đạt Ready For Publishing, component đó được xem là chuẩn dùng chung cho toàn bộ website và không tạo biến thể riêng theo từng Portal ngoài các variants đã được định nghĩa.

Definition of Success (Phase 1)
•9 Component Specifications được chuẩn hóa theo cùng một cấu trúc.
•Các Portal chỉ còn là quá trình lắp ghép (composition) từ các component chuẩn, không thiết kế lại từng trang.
•Website Templates được xây dựng trực tiếp từ Component Specifications.
•QA có thể kiểm tra theo một bộ tiêu chuẩn thống nhất thay vì theo từng Portal riêng lẻ.

Ready For Implementation
Purpose
Triển khai Website chính thức của CFP+ trên nền tảng Notion theo phương pháp phát triển từng giai đoạn.
Mục tiêu là xây dựng Website sớm để giới thiệu CFP+, kiểm chứng nội dung, tiếp nhận góp ý và hoàn thiện liên tục.
Website không chờ hoàn thành toàn bộ tài liệu mới được triển khai.
Phase 3 — Website Implementation
Work Packages là các nhóm công việc thuộc Phase 3, dùng để mô tả delivery scope (cần làm những gì) trong khi Execution Phases mô tả execution sequence (làm theo thứ tự nào).
