•910 is the foundation; others should reference 910.
•911/917/916/918/919 should reference each other as needed, but avoid circular dependency where possible.

•Recommendation (non-blocking, proposed for later): once 914 is locked, enforce a shared top-of-page metadata header template across 910–919.
