This document is the highest Operational Baseline for CFP+ in the current operating phase.
It defines the minimum rules that all systems and AIs must follow, unless Human Governance issues a new decision.

Conflict Resolution
When multiple sources conflict, GitHub (Canonical Repository) is the single reference for the currently effective Canonical version,
unless Human Governance issues a new decision that supersedes it.
